That’s not right! He had said he wanted Spain specifically Real Madrid until Flo asked him if he could wait 2 years (Benz’s timing) plus it was an indication that they had Mbappe as the priority (and then Mbappe suckered Flo by supposedly agreeing to deal - and Flo assuming his word was good)
It was only after that (in January / February timeframe), that City entered into the mix.

Haaland going to city is same reason mbappe chose to stay at psg, just wait out benzema out in 2 or 3 seasons come in as a starter and star no whining or debate, why become a talking point if you are rotating which you won't want to do, nor do you want to disrupt the locker room or be a distraction cause of the fanboys and media circus, either mbappe vs vinicius for LW or Haaland vs benzema for CF would be very toxic which spanish media love to play up.
just go to man city dominate the prem build up more fame, winning while learning, going on deep ucl runs, bank up and fulfill some wishes for your dad.
mbappe continues to try and win with psg for a couple more seasons while getting paid insane well, the club can go for both if possible, but it makes sense to pick one and both want the starting CF minimum, unless vinicius goes off course.
I'm sure mbappe would have came to madrid if psg knocked out them out, even if they didn't win the CL in the end, but vinicius locked down LW and CF is locked up too, so getting pushed to RW as main man on the team isn't something mbappe is too keen on, so he tried to force neymar out for the LW spot or its CF, at least that how I see it but I think mbappe should have come to the club now, if he waits and rodygo continues to improve he will then who knows, if vini and rodry can give 15-20+ goals and 8-12+ Assists a season then it's really gonna come down to one spot, the better CF should be the target.

In the documentary, his father Alfie reveals that Haaland and the surrounding team had a points system to rank the various clubs between them. These were some of the factors Alfie mentioned:
The need for a “number nine” (a type of striker)
How good the team is
The size of the club
The economy
The quality of the league
The fans and the stadium
How the team will change
– On our list, they (Bayern) are number two, right now. City is the best team I think. Real Madrid is number three. PSG is number four. You also have some English players who are quite good, both Liverpool and Chelsea apart from City. Then Barcelona is in the same row. Liverpool is also right up there, said Alfie Haaland in February.

Assuming the top teams were all willing to pay a big economic package, then from a sporting perspective City made the most sense.
- They had a clear hole in the team playing without a #9 so Haaland could slot in
- Chance creation machines, so he'll score lots of goals
- Dominated the PL in the last 5 years
- English media hype
- Fame from playing in the PL
- Stability (Pep's been there for 7 years etc)
- Make a lot of money
- Rich team so they can fill other weaknesses within the squad easily
- Coach who can develop his technical weaknesses
- His dad used to play for them and apparently Erling is genuinely a City fan so there is a fan connection there
- Fits the "missing piece" narrative for their quest in the CL so if they do win the CL he'll win the Ballon d'or due to optics
- City don't prison their players like PSG does so leaving can be an option in the future
City was the best choice among them. I imagine he'll stay there for 2-3 seasons, potentially win them the CL in one of those seasons, then go to Barca/Madrid after Lewa/Benz leave and dominate there during his prime.
Although I find it interesting that Bayern was their second choice. I remember reading reports that Lewa was upset Bayern was willing to offload him so they can build around Haaland instead. In the documentary, Haaland himself says he felt bad that Lewa was in that situation given what Lewa had done for Bayern.

Did Bayern ever wanted Haaland? They definitely look like they do now struggling post Lewand for a goal scorer, and Alfie ranking them second definitely made them of the the favs if they wanted to...

He went relatively cheap only in terms of the transfer fee, which was fixed due to Raiola negotiating a release clause into his BVB contract. The amount of the transfer fee has nothing to do with where he wanted to go, every club was going to pay the same.
Where he was crazy expensive was in terms of wages and, probably, signing and agent fees. City are paying him Cristiano Ronaldo, Neymar and Mbappé (pre-extension) level wages, which are massive for a young kid, and we don't know whether Real were willing to pay as much (Bayern certainly weren't).

Flo was prepared to pay, if he had been prioritized over Mbappe, which he wasn’t. However the main reason Madrid bowed out was the form of Benzema and thus the request to wait 2 years.
