Not necessarily. If you have 2 really top teams and you get crushed by them, then you could easily end up 4th. What it comes down to is having one of the top teams as your last pool game as things are generally set by then... so they but a B team out there and you're able to get a result. Meanwhile, your direct opponent for 3rd place played those top teams when they were motivated and they got crushed. As result, you are 3rd and the other team 4th.
Other scenario is that all 4 pool teams are competitive with each other and any of the 4 could either win or finish last.
For bottom of the pool spots, it often comes down to stuff like this unless there's one team that's clearly far more crap than the other 3.
It happened to Lyon and Lille relatively recently which is why I bring it up.

I wouldn't worry about Ligue 1 anyhow. EPL absolutely pillages us every mercato now from 17 year olds up lol. Unless Marseille gets its crap together, you only have PSG, Monaco and Lyon that can compete. So having only 3 teams for now s just about right for CL.
Also, we're always going to suck in Europa because, other than those 3, the rest have no talent left.
I don't really see us having massive UEFA points unless PSG wins CL or something.

Historically we're bigger than Juve, Chelsea, PSG, City, and a bunch of other big teams when it comes to Europe. CL spot guaranteed.

1- AC Milan
2- Inter Milan
3- Juventus
Domestic titles aren't relevant here. UEFA only cares about European history.

No chance. Roma had Cafu, Batigol, Rudi Voeller, Carlo Ancelotti, Aldair, Tancredi, Conte, etc.
They've had stars and they've won a ton more than Napoli, which really is a second rate club other than the Maradona years and recently.
And the early 00s AS Roma team was one of the most talented in recent history imo. They had a super-elite team in terms of talent. Under-achieved a bit though.

Their biggest achievement in Europe is a European cup final in 1984 against Liverpool which they lost.
Napoli are the only other Italian side to win a European trophy other than the big three.
Inter aren't bigger than Juve historically in Europe either.

Roma > Napoli in terms of European history because they have/had been a regular CL side for a while but Napoli has an EL to their name while Roma have 0 European trophies. Lazio won a cup winners cup but they haven't won an EL or a CL.
