Daniel Bryan is indeed out of the WWE Title picture after the storyline "reset" at last Monday's RAW. For now, there are no plans for Bryan to contend for the championship.
There is at least some talk of putting some contention back on Bryan during WrestleMania season but he is in a program with CM Punk and The Wyatt Family for the next few months.
In WWE's mind, they made Bryan a star and showed the audience that he can hang with their other top Superstars. The storyline is that Bryan couldn't overcome The Authority, Triple H and Stephanie McMahon, so later on down the line this can be addressed again.

For what it's worth, Hulk Hogan is rumored to have agreed to work with WWE again for a short-term run with the company according to a report by Examiner.com.
Their report mentions that although Hogan has not signed a legends deal, he has verbally agreed to work a match and there is even talk of him being a surprise entrant in the 2014 Royal Rumble. Examiner wrote the following about Hogan's return to the company:
"We knew this would happen at some point. It's my understanding that there isn't a contract in place, but there's a verbal agreement that will move forward. It's just a good fit for everybody involved, especially with the milestone WrestleMania 30 coming up. Hogan needed to finish up his stuff with TNA and just come home."

u know what pissed me off the most about yesterdays episode? when people had to vote on the WWE App for the biggest title change ever in WWE. 50% voted for Cena/Rock.. Jesus Christ man CMONNNNNNNNNNNNNNNNNNNNNNNNNNNNNNNNN we all fkin knew Cena was gonna win the title, Rock was going and make movies. how is that the biggest title change? these damn kids man i swear lol, know absolutely nothing about wrestling and its glory days. out of the options they had, there was 1 clear winner. While Daniel Bryan isn't being fully blamed for the low WWE SummerSlam buyrate this year, there is a feeling within WWE, among upper management, that if he was a bigger guy then it would have been up.

Midcarders who are being pushed can't be blamed for poor ratings/buyrates. The key thing here is they aren't established main eventers.
If it was Cena/Triple H not getting the buyrates/ratings, then it would make sense to blame them, because they're established main eventers.
In terms of Bryan, I think he's just getting a break from the main storyline. It's clear he'll eventually win the title by WM next year.

Brock Lesnar sold his first Summer Slam after just 6 months with the company. That's the type of logic the WWE follows. I agree that they should put more effort in building up smaller guys but yea, we dont run that company..
