No one is saying that because he is playing OK. At least whenever I've seen him play he is and he has won Arsenal some games. I'm not sure what the issue is here because he clearly isn't "flopping"
If you have other criticisms then by all means, feel free to voice your opinion but don't call him something he isn't.

I can confirm the outrage at those stupid tactics which somehow works (only) against Bundesfodder (unsurprisingly).

You are talking like Guardiola played with a 433 with Gotze as false nine at Bayern and he seldom did. He mostly played with a 4231. Anyway, what Guardiola brought to the table wasn't really about formations or positions to play Lahm or Gotze, but the way of playing football, having the ball, how to attack, how to defend... and in that regard, Germany 2014 was trademark Guardiola, unlike the Germany that was defeated by Spain in the previous tournaments.
So, you are welcome for lending you the missing piece to win a WC.

also , Guardiola played mostly 4-1-4-1 that season .
he also preferred Lahm over Piggy in midfield , the latter ended up being an integral part in Germany's double pivot . thanks Guardiola
he also rarely ( if never ) played Kroos behind the striker , Tony ended GOATing in the tournament .
