But on top of that, Ligue 1 clubs (bar PSG) are struggling because of COVID and Ligue 1's TV deal collapsing. Their new deal isn't worth as much.
So these things combined have seen a fall in prices for Ligue 1 players.

A summary of where the window is at:
Keeper:
Aaron Ramsdale is the target here apparently, but he'll cost £17m.
Sounds like the early speculation of Leno leaving won't amount to anything so the club are looking for back-ups.
Onana's potential move has gone completely cold.
Defence:
Ben White deal is expected to progress now the Euros are finished.
The club are holding out for a good offer for Bellerin but haven't received one yet. He's been linked to Inter who want him on loan with an obligation to buy.
No offers for Kolasinac as of yet.
Midfield:
Roma have yet to meet the club's asking price for Xhaka.
Lokonga is expected to be an Arsenal player soon.
Willock could return to Newcastle on loan.
The club reportedly want a more experienced partner for Partey and are trying to get Locatelli for 40m euros. Sassuolo are happy with this but Locatelli prefers Juventus and Juventus are trying to get him on loan + buying option.
Neves seems to be the back-up choice.
Nothing about Maitland-Niles.
Smith Rowe is expected to a sign a new contract soon (and possibly get the no. 10 shirt).
Speaking of no. 10s, it's all quiet now. We're still not 100% sure on Odegaard's situation (talk of Madrid needing to offload wages but we'll see). Aouar is available for a cut price but suddenly there's some doubt about him. Sounds like this position will be a late fix, if anything.

Nothing about Lacazette, who has 12 months remaining on his contract.
Nketiah linked with Palace, but nothing concrete yet.
Nelson linked with a few PL clubs. Club are trying to extend his contract to protect his value but he doesn't want to. Will probably leave eventually.
A decent journo for Chelsea said we're interested in Tammy Abraham for £40m. I quite like him but if we end up partly funding Chelsea's push for Haaland I might well give up football forever.
Willian is still expected to leave... eventually.

Out of ALL the keepers in the world we want to overpay on an extremely average one? I mean Danny Ward was excellent for Wales in the Euros and he is a backup at Leicester. Get him in for 5m or something

Thought Kolasinac's contract was up? the sooner he leaves the better. We need a RB as well regardless of Bellerin situation. Unless AMN has finally realised he isn't a midfielder and wants to focus being a RB

Probably the real shitshow of our transfer window. We need a creative 10 as a priority. And it seems like we are targetting about 3 players only.

I get that we prefer homegrown players and there is an English premium that you pay for that. I get that world class players won't want to join Arsenal right now because we are nowhere near where we want to be and the negativity and pressure around our club is extremely high right now. However, paying 50M for a guy who has only played 1 season of top flight football for a team that finished 16th is embarrassing no matter how you dress it up, particularly in the context of so many clubs across Europe being extremely hard-pressed for cash. It's as if Arsenal hasn't noticed that there is a pandemic going on and foreign players are cheaper than ever, or that our competitors are linked with world class CBs for a fraction of the price that Brighton has quoted us on a player that no other team in Europe is trying to sign.
I am trying not to dislike this guy because it's not his fault that we're making him so expensive, but this doesn't make any sense.

In the near future, there's a strong chance the number of non home grown players allowed in a PL squad will be reduced from 17 to 13. This, as I understand it, is a compromise between the FA and PL that'll see the FA relax its work permit requirements post Brexit. Remember, from now on all non-UK and Irish players will need permits to play here.
Arsenal's targeting of English players, notably White, Ramsdale and Maddison, plus securing academy prospects to long term deal seems to be with this in mind. It's wiser to spend big now to secure the talent before the rules come into effect and drive the prices up even more.
It's going to become harder to secure cheaper foreign talent.

Well, that argument has some merit but it does seem like that will result in lower overall quality in the league, and at our club. It also sounds more and more like we’re in for Tammy Abraham now and want to sell Lacazette, which would align with that strategy.

Maddison for sure because
1. Has more PL experience.
2. As of NOW a fit Maddison is a better AM than a fit Odegaard and We need an AM for this season rather than after 2-3 years.
3. Is English (Home-grown). Will help us when the new rule kicks in.
4. We have The smith who could evolve more and will hopefully be classified as WC 2-3 years time.

I would go with Odegaard if it comes down to him or Maddison, personally. He influences build-up play more in my opinion and I thought he was excellent during his loan given that he had to deal with a front line that was not firing in most games. He is also 2 years younger, would be cheaper, shows great leadership qualities (already the Norway captain), and is familiar with our style of play, which is not the same as Leicester's; despite Maddison having more PL experience, I feel like Odegaard would gel with our team better.
Also, Maddison does have a lot of hype but I think he's a bit overrated personally. He barely scored or assisted for the entire back half of last season when Leicester blew their top 4 bid, which FPL managers will know all too well! Okay maybe that is unfair criticism but when I think of the Odegaard game against Spurs and how he just totally bossed it, I can't help but want to believe that he would be the right guy for the job if he can consistently achieve that level. Maybe if we actually get back to a decent level, he could convince his other Norwegian friend to choose us over Chelsea
