He has it bagged even if they don't win CL. Ballon d'or votes go to the biggest media narratives, and Messi finally winning the WC is the biggest one. The only thing that hurts him is that voting is at the end of the season, so if Haaland leads City to the CL and breaks scoring records along the way he may sway some of the votes in his favor.
