If this is the shooter (and he's shooting alright), this clearly is not an Islamist terror attack.

Always been an advocate for torturing terrorists of any kind.

Death isn't a deterrent, however the promise of extreme prolonged physical pain might be enough to put off some individuals. No easy way out after doing the deed.

Well sure, but then the NSU were trained, organized underground guys operating in stealth.
