It's goal.com, but they're quoting a japanese source who have direct quotes.

Due to the price at present, (4m pounds) he won't be able to get a work permit so I don't think we'll see him suiting up for us next season.

Apparently he's going to have his medical within a few days.

So it looks like Nathan and Muto will be our first two signings of the summer.
