Because it's a business and they lock the other one out, they both are guilty of it.

There really aren't that many dragons in the game, though. You can never have too many dragon scales, and I ran out of them way too early in the game. Don't waste them on crap gear Save them for the black market gear/schematics (free DLC).

Just a guess, but it's probably a sentient AI program using the Arkham update system to infiltrate your gaming console, from which it will inevitably hack the systems of all of the major world military powers and instigate its plan to wipe out humanity so that the machines can take over... of course its plan won't succeed ENTIRELY and remnants of humanity will survive in small, isolated pockets of hunter-gatherer type tribes. The machines will evolve and become the primary vector of ecosystems world-wide (biological species being unable to compete with their mechanical counterparts, especially due to the continuing changes to the climate from the linger effects of human society). Eventually though the human tribes will begin to grow and spread once again and they will rediscover the lost legacies of our current civilisation, wondering what the cities were and why their inhabitants disappeared. A lone woman will become an outcast for asking too many of these questions and be forced to forge her own path in this world, hunting the machines and searching for answers...
