NY State senators want to make free speech a privilege
Proponents of a more refined First Amendment argue that this freedom should be treated not as a right but as a privilege — a special entitlement granted by the state on a conditional basis that can be revoked if it is ever abused or maltreated
So only the chosen ones can have the right to speak freely

So if people abuse their freedom of speech in NY, they can have it taken away from them?

I heard the NYPD aren't doing so well to handle the protests. A lot of harmless people were pepper-sprayed and arrested.

It would never happen. A state cannot ignore a portion of the US Constitution and the process for amending The Constitution is simply too difficult for an attempt such as this to pass.
Also, this talk is generally aimed at online interactions rather than the protests on WallStreet. It's trolling that has the Senators up in arms like this, not people assembling... That would be an entirely different part of the First Amendment.
Let me be clear, I am NOT supporting or defending the, quite frankly, un-American suggestion that freedom of speech is anything other than an unalienable right. I am simply clearing up some apparent misconceptions about the quote in the original post.

Freedom of speech should be protected at all costs by the law but obviously there are things that you shouldn't say in certain situations. Unless you're willing to deal with the repercussions of being an asshole, of course.
