Just look at the stats over the last decade, these numbers suggest La Liga has had higher quality and is more competitive.
Since 2000 La Liga has had 4 different clubs win the league: Real Madrid(4), Barcelona(5), Valencia(2), and Deportivo(1)
In this same time frame La Liga has had 8 different clubs finish in the top 3: Real Madrid, Barcelona, Valencia, Sevilla, Villarreal, Deportivo, Sociedad, Mallorca.
Since 2000 EPL has had only 3 clubs win the league: Manchester United(7), Chelsea(3), and Arsenal(2)
In this same time frame EPL has had 7 clubs finish in the top 3: Man United, Chelsea, Arsenal, Liverpool, Newcastle, Man City and Leeds United.

Unless you look head to head when the teams play each other than how else can you judge it? You can't tell until the teams actually play each other really.

Does it really matter? This topic is so tiresome, it actually has gotten annoying. If you wanna watch a league for its "competitiveness", fix your mix. If not, then don't. Why berate a league for something that occurs in most top leagues i.e the cream of the crop would always win the most games. When it comes to result disparity then the EPL, Serie A, Ligue 1 and Bundesliga are very high but at the end, it's the usual suspects winning, you know, the favourites.
In fact, we all know which teams are either gonna win it or be in the top 4 without even a single ball being kicked. So much for competitiveness...

That is not true. Napoli and Sampdoria.
Napoli by 2004 were bankrupt and had €70M debt. They were in Serie C1.
Fast forward to last season, look what they accomplished.
Sampdoria were a Serie B club early into the 21st century and they finished in 2009/2010 with a Champion's League spot.
That is competitiveness at its best.

Good thing the CL and UEFA Cup are measures of how competitive the LEAGUE is.

What does that prove ? Real Madrid (2) were like 21 points ahead of the 3rd place team, and 25 points the year before.
What does that show ? That teams can aspire to qualify for CL but come nowhere near winning the league ?
Great objectives for the new season if you are not a Barca or a RM fan.
