4 players on 6 tested as positive make part of  those few Inter players who haven't been called up from their National Teams  ( Ashley Young, Nainggolan , Gagliardini, Radu ) . I mean they stay  in   training camp

Skriniar and Bastoni were called up from their NTs and they were tested as positive upon their arrival.
But we know that incubation of covid is different for every person

Reason appears clear : players who've stayed in Milano have been tested regulary this week.
Players in NT are tested at irregular intervals .

99% positives are many more than 6, it's outbreak

3-0 loss is the logical decision. Maybe this is explained in the italian link, can they challenge in court ? If they can prove the uncontrollable circumstances (not allowed to flight) i think they have a case for a replay. Dock 1 point already earned it's bs, losing the match is enough.

Yes they wlll appeal, this is just the ruling from the league, where no other outcome would make any sense. As the league themselves said it, its not in their competence to evaluate anything over the health authorities. That's for the government to do. So the appeal goes there now. Lega simply ruled that, clearly, Napoli acted against the established protocol.

The problem is that things don't lineup in Napoli's story. They tried to postpone the game with Juve initially, and then cancelled their trip before the health authorities (ASL) prohibited them for travelling, at least publicly.

So apparently there will also be an investigation onto a possible broken protocol by Napoli, which would result in a stronger penalty. Now its for the court and government agencies to decide.

If the health agency prohibited Napoli from travelling then the game just gets postponed. Literally what Lega said, follow the protocol as agreed by the ASL and no problems. If ASL steps in then that goes to the appeal court and they win.

Problem is that Napoli cancelled their trip to the match before that ASL forbade anything.
