I have a hard time believing that. What's more how would Douglas Costa know what's in Pep's Manchester City contract?
Not to mention i don't see many relevant Bayern players wanting to join City anyway except maybe Thiago and even that i don't really believe.

Not only that, he took the City job as his contract with Bayern was expiring, no? So what say would Bayern have in the matter? I really doubt they have the power to put a clause into his contract such as that... after his contract has ended? I mean if he broke his contract with Bayern and this was a resulting stipulation then maybe so

It could have been in his initial Bayern contract, similar to a standard non-solicitation clause in an independent contractor/employment agreement, effective for a specified period after termination of the agreement.

I don't see how that's even legally possible. Officially it would be Manchester City making transfers and not Pep. The parties involved would be Machester City, Bayern and the player in question.

And id assume now that he'll be calling all the shots in regards to the market so taking that into consideration,he probably wont go after Bayern players during his City tenure which wont be longer than 3 yrs anyway.

FFP was doomed... It's against both EU and WTO laws. UEFA was told to ease off or they would be destroyed in court. You can't put up trade barriers for equity investment. It's just not possible. Football is like any other business. It cannot have a separate set of rules.
Germany is lucky that nobody can be bothered about taking up a legal case against only Germans being able to buy football clubs there... that's illegal too.
If you don't want tariffs and regulation against your country's goods abroad, then you better not have any domestically. That's the whole idea behind these trade treaties.

I don't give two flying fracks what Costa or whoever said of Bayern's players. They're not going anywhere. The only way Bayern will sell you a player is if they are not needed or request to be transferred.
Honestly, outside some elite clubs or if you're not getting playing time or something, no sane player would leave for Bayern to City.
City? Gundogan is a good start, but there's a hell lot of work to be done, like revamping the defense. This will be Pep's first real test in the transfer market, because it's the first club he hasn't inherited complete beasts from and actually has a lot of mediocre players.
