"The expansion packs will be whole new storylines with all the elements you've got in the main story (like cutscenes, new characters, new items, new Gwent cards) and many, many more. They will be quite long. The first expansion will be around 10 hours and the second expansion will be around 20 hours... and I think it's possible that they will be bigger, because it's always like this (that when we plan some time or hours, it's twice or something like this), but I'm not promising anything right now. And even now, if you sum up this 10 to 20 hours and you compare it to The Witcher 2, it's almost the size of The Witcher 2. And it will be cool, it will be new stories, it will be very emotional stories and I think that people will be happy."

Also wonder if it's on a new City. Won't mind it being in Kovir and Poviss.
If they make the DLC just like the game with question marks and side quests, then it will be 30 hours or so a least.

They claim the first one is at least 10 hours long and is based in current areas.
2nd one is at least 20 hours long though and will be in a new location called Toussaint, probably heard it mentioned in the game.

Who exactly were they? and did they ever get mentioned in Witcher 3 which I might have ignored?

Not quite.
Geralt lost his memory as you know after playing Witcher 3, he was advisor to King Foltest who was killed by Letho and Geralt was framed and basically he spent the entire game recovering his memory and attempting clearing his name.
Well not just that, but that was the general theme. At the end you can choose to let Letho go or kill him.
