There after Blatter and they won't give up, resignation or not. Blatter knows it's a matter of time.

Blatter voted against it IIRC. Could be for appereances but some of the people staying are far more pro-Qatari than him.

Again i don't see any problem with Russia or Qatar getting the world cup as long as the voting wasn't any more corrupt than the 1998, 2002, 2006, 2010 and 2014 world cups. Every world cup has been corrupt (the most corrupt was Argentina getting it in 1978 and how that one was run).... so you need to show that the Russian and Qatari ones were unusually corrupt. Can't set a different standard for those two. You can set a different standard for all the ones that haven't been attributed yet.

Yeah...  i think that's a valid concern.  You need to set a standard for Qatar and, if they cannot meet the standard, then they lose it.  It would force them to implement changes AND, hopefully, those changes would be sustained for future projects (i'm being hopelessly naive and optimistic; i know).
