Breaking the law by bribing people to win a world cup bid is Ok because all the countries that won their world cup bids did it too ?

What about the countries that didn't break the law and lost their world cup bids ?
Maybe they should've bribed people and risked jail instead ?

The laws of whichever nations the negotiations and agreements took place in (give that they would have gone undeclared given their nature), as well as (possibly) international agreements and FIFA regulations on etiquette and practice.
