What Bartomeu said indeed sounds like there was communication about this with FIFA, but instead of Barca trying to change their behaviour and comply with the rules they were instead trying to persuade FIFA that they shouldn't have to follow them in the first place.
Bart also said that when Fifa comunicated with them regarding the players, they stopped playing official games with them..

What does that even mean 'case by case'. You think Barca isn't sanctioned for specific cases?
Or are you saying, there is a law, which formulates certain criteria for something to be legal, but then the procedure should NOT be to check if cases comply with the law, but instead to check if the law should be adhered to or not in certain cases?
That defies every logic, no legal system can work that way. Of course not every case is the same, but the law has to be the same for every case. That's the FUNDAMENTAL principle of law per se.
If you say the law isn't good, that's one thing, but Bartomeu actually said La Masia should be 'made exempt' from the law...

That doesn't suggest the were warned though. He's criticising the fact that a decision was made four months before they were informed.

Na, Bartomeu is pissed Fifa notified them of breaching the rule in Nov but only now did they inform them of a ban, he is unhappy they weren't told in Nov that they would be banned from two transfer windows in beforehand meaning they could have strengthened in Jan which would make the transfer ban uselees and void. Good for Fifa for not letting them use loop holes to avoid being punished
And the fact that Barca were still playing a kid (maybe more) after they were told they broke the rule screams of arrogance and disrespect

Where does it say they were warned in November? The quote you posted states the DC made a final decision in that month, no where did it suggest they informed Barca of it.

Basically what I took away from it was that Barca had been told they broke the rules in Nov, Rossell (who was the president of the time) wrote to them to make a few exceptions which Fifa refused (by the looks of it) and Fifa finally gave Barca and official transfer ban many months later without informing them beforehand that would be the case and now Bartomeu is throwing a hissy fit because their summer is in jeopardy and they will need to do business with Benatias and Stegens dads to prevent them going somewhere else before Barca have a chance of getting them
This is before evil Madrid have even gotten Uefa/Fifa involved in the Neymar case

Arsenal manager Arsene Wenger believes that Barcelona are guilty of breaching Fifa regulations with regards to their recruitment of Under-16 players.
The Blaugrana were handed a two-window transfer ban earlier this week, but the club have vowed to fight the sanctions.
However, Wenger, who clashed with the Catalans on numerous occasions over their public pursuit of former Gunners skipper Cesc Fabregas, believes they definitely did not follow protocol.
"It's certain that they haven't followed the rules," he is quoted as saying by Sport.
"The rule is very clear: you cannot sign players under 16 unless their parents change residence for professional reasons.
"But it creats a debate - should parents change residence for professional reasons or not?
"What is not fair is that children under 16 move without their parents. This should be very clear."

There's no evidence in this report that remotely suggests Barca were warned beforehand though. It appears you (and a few others) have invented that idea to add insult to injury.
Bartomeu's "hissy fit" is understandable; his club have been punished for violating rules and it took the Disciplinary Committee four months to inform them.

Well, Sky Sport News HD in Germany reported that Barca were warned. The problem is that they said it on TV in the news programme so I don't have a link for it.

I thought they were merely warned but it might be even worse than I thought lol. It looks like Barca were found to have breached the rules then and punished now. With Barca continuing to play the players Fifa had mentioned in between those dates

"Nach Anzeigen ihrer Verbände wurde Barca am 6. März 2013 von der Fifa gewarnt, diese Spieler einzusetzen. Sie machen seitdem nur Testspiele."
This says Barca were warned on 6th March 2013 to let them play.

well that makes much more sense, they were warned in March 2013, Barca ignored this, In Nov 2013 they were found guilty of breaching the rules, they continued playing the kids and in April 2014 they were finally handed a very generous transfer ban. And now they are moaning

What would be the point of making the warning public? If Barca followed the rules after they received their private warning instead of requesting to be put above the rules just because they got La Masia, no one would have even known they did any wrongdoing.

Where did you get this misinformation? Barca said that once they got warned, these kids stopped playing official games with Barça..

The lulz when it comes out half of the top teams in Europe do this and nothing happens to them.
To be fair to Harhar there is an article floating about saying another 30 teams are under investigation from Spain and England. And IMO to think it's only Barca that have done this is kind of naive. But then again, there's no chance so many teams will be banned from transfers.
