PSG and City were spending freely up until this summer, when UEFA placed some restrictions on their spending (wages can't increase, squad size for CL limited). If Barca want to spend in this window still, they can. Even if that would put them over the FFP edge, the sanctions would come later (when Barca are under a transfer embargo anyway) and would be manageable, like those sanctions on PSG and City. Not that I even know if Barca would break the FFP rules if they still spent big in this window, they make a lot of money after all.

It's basically the "spirit of Masia" - signing underage players from around the world - that's what is breaking the rules... and then their defence is that "we cannot accept the spirit of Masia being restricted"
