According to the last paragraph of that link, Ter Stegens agent makes it sound that if players signed prior to the ban that they are already signed and that those transfers wont be void.
That means we still get Ter Stegen and Hallilovic if they already put pen to paper before today. Which by the sounds both of there agents, they already did.
with Rafinha, Deulofeu....and even Bojan coming back (Cuenca and Afellay healthy again)...we are just again shit out of luck out of defenders. In every other position we seem ok, atleast for a year of no transfers. Time to promote Bagnack I guess
Ter Stegen is not registered as a Barcelona player, a transfer ban in practice is a registration ban. Barca can pay and employ him (will probably have to if a full contract has been signed instead of a contract to sign a contract), but they can't register/play him.
Reread what FIFA posted guys, Barcelona has 90 days to "fix" the situation with the illegal youngsters before additional sanctions are employed.

All the campaigns by FIFA against Racism, and they still have these kind of laws?
Why can clubs sign European and South American U-18 kids but not Asian or African!
Haters here are acting as if Barcelona are kidnapping these kids or something, they're giving them a chance to live a dream and play for the best team in the World!
What amazing about this whole situation, why NOW... why didn't they give the ban at the end of the season etc... This club can't just live in peace for few days, every few there's a big blow... Abidal and Tito's cancer, players getting injured for long periods [Puyol Messi Neymar Pique Valdes...], Rosell resigning, Neymar's transfer saga and now this! WTF, I've never seen a club suffer from all these kind of problems in 1 year!

After it was announced that FIFA had launched sanctions against FC Barcelona and the Real Federación Española de Fútbol (RFEF), for breaching international transfer and registration regulations, for players under 18 years of age, it is being reported that world football’s governing body will investigate Real Madrid and Atletico Madrid as well.
According to Spanish sports daily, AS, FIFA are investigating the two clubs bringing in and signing underage players without meeting the requirements specified by FIFA.
There are three main points of concern that FIFA is investigating in regards to these international players.
1. If the family of the player changes homes to the city where the club is located, that it be specifically for football reasons.
2. If the player is moved from another location within the European Union, that they be at least 16 years old.
3. If the player lives within 50 kilometres of the border of another FIFA federation, that the club he signs for is at least the same distance.
According to AS, Atletico Madrid are already aware that they are being investigated for these reasons.

If they are really serious about this, then they should investigate everyone! Not just the spanish teams, but the italians, english, germans, french etc. I am certain that this kind of activity is quite common..

Well, that's quite stupid, atleast when it comes to Barça seeing as they also get an education. I mean, where would you rather be, starving somewhere in Africa or playing football at one of the biggest teams in the world and getting a free education? For alot of this kids, especially the ones from the Eto'o foundation, this might also be so much more than just football..

I think the intent of the law is to protect against child trafficking, and that's a worthy cause, but let's not pretend that foreign kids going to Barca (or any European other club for that matter) are going to be any worse for it. Taken to an extreme you can look at Messi. He doesn't fit the 3 exceptions (his parents did not move to Spain for non-football related reasons, he did not have a European passport at the time, and Rosario is not 50kms away from Barcelona. But without Barca he would have never gotten the appropriate medical treatment to grow to his natural size. Clearly Barca has been an enormously positive influence on him, even if he had never made it as a top player.

The intent is to not allow kids, who are naive and likely not business savy, to be taken advantage of before they are mature enough to make adult decisions.... because these are adult decisions. You can't make an exception for Barca or other big clubs, who likely don't take advantage of kids. The rule has to be all encompassing and everyone needs to comply.
This whole discussion is stupid btw. There's a rule and Barca knowingly broke the rule on more than 10 occasions.... and did it again this year despite FIFA warning them last year.

I understand that they want to stop child trafficking, but doesn't this do more harm than good? I mean, like I said, alot of these young players, especially the Africans and South Americans, are living in really bad conditions in their home countries. And like BarrileteCosmico said, Messi wouldn't be able to get his treatment and, seeing as no one in Argentina was planning to pay his treatment, he would be a midget by now. That's one life ruin by Fifa, but of course they have shown time and time again that they don't care about human life(Qatar slavery).

Who knows, maybe he would've been a genuinely happy dwarf in Argentine, that noone would ever have heard of, while now he's a moderately small person who happens to be the greatest football player of all times and delectates billions of fellow human beings with this talent, but is empty and sad inside

I'm guessing we would give Oier a chance to rotate with Pinto.
Bottom line is we would be screwed if Valdes does stick to leaving. Given his injury I hope he decides to stick it out one year to prove to other clubs he is still in top form from the injury and at the same time that would help us out.

Some new developments on the case, from Rafael Hernandez:
There are over 30 Spanish and English clubs being investigated by FIFA, the only one actually being punished is Barcelona, so far anyway.
Barcelona plans to appeal, remove the ban preemptively and settle for a single window embargo, in this case January 2015.
Keep in mind this info is not officially confirmed.

From what I have read Real only have a handful of the players (3/4) that could fit into that category and most of them played for other spanish clubs before they came
