A lawyer representing Alen Halilovic has said the teenager’s transfer to Barcelona will go ahead despite the club’s transfer ban.
Jean Louis Dupont told Spanish radio station Esports RAC1 that because the Halilovic transfer was completed before the ban was imposed, it should still go through.
“I can’t imagine that my client will not play for Barcelona. This is a pre-penalty operation,” Sport reports Dupont as saying.
Barca are appealing the sanction but it is not yet known if the signing of Halilovic - or the rumoured purchase of Marc-Andre Ter Stegen - will be effected.
Dupont, who was involved in the famous of Jean-Marc Bosman that led to a major change in the transfer system in the 1990s, applauded FIFA’s stance on the matter of the transfer of players under the age of 18.
But Dupont argued Barca were acting in the interest of the players concerned, such is the high standard of their facilities.
“FIFA has done well in identifying there’s a problem but I think they are giving out the wrong medicine,” Dupont continued.
“If FIFA’s ban doesn’t allow a future for a child and his family, then it’s wrong.
“It strikes me that if Barca sign a kid of 11, guarantees are given that he will have proper training in a good environment.”

Out-of-favour Manchester City defender Joleon Lescott remains a target for Besiktas, according to the Turkish club's director of football, Onder Ozen.
Lescott's contract expires at the end of the season and the England international appears unlikely to be offered a new deal by manager Manuel Pellegrini, having been limited to just 10 Premier League starts for City during the 2013-14 campaign.
Fellow Brits Les Ferdinand, Rob McDonald and Alan Walsh all spent time playing for Besiktas in the late 1980s and early 1990s and Lescott could become the latest in that line to sign for the Turkish giants.

None of the five spoke as they left and while the subject of their dinnertime discussion remains unknown, according to the sports show, the meeting could have been to moot a three-way switch: Di María to Monaco, Falcao to City and Agüero to Real Madrid. Genoa goalkeeper Mattia Perin has made it clear that he will not join AC Milan ahead of the 2013-14 campaign as he is happy with life at his current club.
The 21-year-old is regarded as one of the most promising shot stoppers around in Serie A and has been heavily linked with a move to the San Siro side in the past few months.
Nevertheless, the youngster - who has a contract with Genoa until June 2017 - has insisted that a transfer is not an option for him at this stage of his career.
"Milan? I will 100 per cent certain play for Genoa next season," Perin told Sky Sport.

Perin would be automatically No. 1 in Milan. He is 100 times ahead of Amelia and Abbiati.

100 % sure. Abbiati is a calamity waiting to happen and actually getting a new starting goalkeeper is one of the management's top priorities for this summer.

I understand where you're coming from rwo, but as M99 says, Abbiati is a finished quantity. He's essentially continued at the club only due to our inability to acquire another established goalkeeper to act as his heir, necessitating his continued renewals for the past couple of years.

Whilst I do recall that our interest in Sommer was reported, I can not remember how reputable the source was. From memory it was a report that originated during the season but one that received very little attention during the actual transfer period which leads me to suspect that our interest was far from concrete, I can't remember ever seeing any actual quotes from our management concerning Sommer, or from his agent. Given our close relationship with Genoa, the Perin links would seem more credible, though I suspect we will find ourselves struggling to meet their valuation unless they are willing to take some of our deadwood.

The Argentine has struggled to hold down a first-team place under Laurent Blanc at the Parc des Princes, with Ezequiel Lavezzi, Edinson Cavani and Lucas Moura often deployed ahead of the 24-year-old.
Pastore has made only 12 starts in Ligue 1 this season and his lack of regular first-team action has led to reports linking him with a move away from PSG.
However, Simonian has reiterated that Pastore is settled in the French capital.

"He feels good with his team-mates and the staff and works every day to keep playing for PSG.
"He thinks only of PSG and I can assure you that this is the truth."

The Portuguese boss opted to start without a recognised striker against Paris Saint-Germain in midweek, while the Spaniard failed to make an impact off the bench.
But, despite Torres' struggles this season, Mourinho is adamant he will stand by the much-maligned forward.
"Yes, he has a future here," Mourinho told reporters. "If you want to improve ... I think that's normal and basic.
"Does he have future [at Chelsea]? Yes."
"He works hard, he brings things to the team, but we want him to score more goals. He wants that too.
"He's the kind of player I respect, he deserves to be respected, and there's nothing more I can say about it. I think people who give everything they have, you never can complain. [Torres] gives everything. Obviously we want more.
