No. That's where you're wrong. You cannot discuss anything contract related until the buying club agrees a deal with the club that owns the player. The only talk you can have is "will you be interested in coming?" etc so you don't waste your time negotiating with the club if the player doesn't want to arrive.
Higgy agreed personal terms. That just means he'd move to Arsenal. He hasn't agreed to a contract as of yet until RM and Arsenal confirm that a deal is in place.
Tevez had a fight with Fergie. He then left for money to go to City. Why would he join a club in Manchester City that wasn't in the CL when he was at his best / one of the hottest forwards in Europe? He was already a first-team player at United... who were a threat to not only the league, but the CL aswell. You can ask any United fan, they would of wanted him to stay at the club. He was and still is a WC player.
City let him go because he was on 200k a week, and like you said, City wanted to cash in on that. They're apparently "saving" 50m with this deal. That's not what I'm saying so not too sure how that's relevant.

Fiorentina's Stevan Jovetic - linked with Arsenal - is the subject of further transfer talk in the Italian press today. Corinthians are resigned to losing the midfielder this summer with club president Mario Gobbi Filho claiming a move for Paulinho was "imminent."
Tottenham have been leading the chase for Paulinho with widespread reports suggesting they have had a bid accepted by Corinthians for the player after meeting his €20million (£17m) buy-out clause.
Recent reports have suggested Real Madrid are planning to hijack Tottenham's move as they look to lure Paulinho to Spain.
However, Paulinho says the only offer has come from Tottenham and that he will make a decision on his future after the Confederations Cup this weekend.
"It's not true about Real Madrid, the only offer that has come is from Tottenham," Paulinho told Terra. "But I have already said that I will only evaluate it after the Confederations Cup."
Paulinho's Brazil team-mate David Luiz is a big admirer of the midfielder and feels he would be a success in England if he came to the Premier League.
"Paulinho is a fantastic player, both defending and attacking," Luiz told Goal.
"He is complete, so he can come to England. It's a great moment for him."
