20th team? Empty 20th team?

It seems likely that the New York Cosmos will be the 20th franchise inducted into the mls, thus bringing the league to a complete number (without relegation)

But.. it is not certain..

Should they be ? Will an accessible stadium in America's biggest sports market help the mls? Also will having local rivals help take mls as a league to the next level? Or is there a team in the nasl in a different state like Florida more deserving ? Thoughts?

My personal pick would be the Cosmos just because it'd be cool to watch the team return but geographically speaking, Florida and the Southeast region as a whole is one of the widest regions without any MLS representation so either one would be a good pick imo.
