Aperribay (the president) confirms that Moyes hasn't asked for specific transfers yet, but there will be meetings in due time to discuss this. Hard to tell whether he likes to sign ex players at this point.
He signed Fellaini and wanted Baines but why wouldn't he have wanted Baines at that time and Fellaini was great for him at Everton.
Outside of that there's no real history of him signing players from former clubs, mainly because he was at Everton for like a decade.

he 'looked' good as it's all about perception. He was the kid who showed talent, the rest of the team were frustratingly bad.
Now he has to master the routine of being a player in a top team and actually produce stuff as a standard, not as a sign of promise.
That's not meant to put him down.
As van Gaal says, the first game is always the easiest for youngsters, the games that follow are tough.
It's not unusual performances at that age are patchy and unrefined.

So as we judge him based on last season, based on his potential we rightly feel disappointed where as you (as a whole, neutrals and rivals) judge him as it is; based on what you see now, based on his ability. I dont know, its just what i feel.
We saw a great player in him. And we hoped he would continue doing what he did last season. Like you said this is the season where he should prove what he showed last year was legit.

I'm not trying to preach anything to you, I actually am telling myself this stuff as well as I know the feelings and the problem:
When you have a young kid coming in for the first games, every good performance, even every single good action when the overall game performance is not consistent, is perceived by fans as a plus.
Because you feel, 'hey the kid can actually do that stuff', and he's just starting.
Problem is that for an established player, it's expected to be good every game, that's not a plus that's normal.
So for kids comes a point when the novelty bonus wears off and you have to ask yourself 'Does he actually perform as consistently good and effective as a regular player for my team has to perform?'
Kids at 19 usually do not, and yet they should not get extra treatment, if they play first team in official games they have the same performance requirements as a 30 year old, if you know what I mean.
That's why there's often that tricky phase when those kids SHOULD be starting every game to develop that consistency and sense of routine performance, and thereby also a sense of what they can actually do; while at a club like Utd and Bayern that's not possible as you can't really tolerate 'on the job training' at that level.
That's why they usually have to be loaned out at a certain point, we've got the very same problem now with Höjbjerg.
