BBC reporting it so most likely true, I think he will do well with the players he has and possibly buy some more in January.
Not as good as Pardew but not a bad replacement either.

This is actually great news for Sunderland as I rate the diminutive Irish highly.
Despite having temper issues, consistently looking irritated at everything around him (see Anelka bumping into him) and dressing as if he is attending a pajama party... he does posses what it takes to drive the resurgence of Sunderland and knows what he wants and how to achieve it.
