I actually played Just Cause 1 on the PS2, and your right, it is an epic game. The way you can ask for a car, airplane or motorbike to be dropped to your present location is brillaint. The MQ in the first Just Cause was quite hard as well, especially the last few missions(I won't post spoilers here, go play the game and find out).

I'll probably buy Skyrim first then go and get Just Cause 1 and 2 to help me remember the storyline, cause its been about 4 years since I played it. Good to see their making a 3rd one, this game is SO underrated.
