Even if UEFA instituted a salary cap it would just mean the best talent would move to the Qatari/Chinese/whatever league instead. I think FFP had the right idea about it, which is to make sure that clubs spend within their means so no club bankruptcies happen, but it was never meant to regulate player prices.

No. FFP was a pretense. Equity investment has nothing to do with indebtedness. It should be about keeping clubs solvent and that's it. But when you don't differentiate between debt and equity, you're just either doing a hack job or taking people for fools.
If somebody has a billion dollars in cash and wants to buy a football club and spend all his money on players, there's nothing wrong with that.
Ligue 1's approach on this (for once) is the proper one: You can make any transaction you want. HOWEVER, you need to either have the funds to pay for commitments in a bank or have the business plan to accommodate such. They don't give a rat's arse about the figures as long as the money is there for the LIFE OF YOUR COMMITMENTS. That last part is the key... any project you undertake, including player contracts, debt, stadium deals, etc.... need to have money to back them up now of they will refuse your budget.
That's what FFP should have been about.

We passed on Neymar because he'd cost too much all those years ago, we passed on Pogba, we passed on Mbappe. Yeah....no we spend big alright but not the way these teams are spending on players

UEFA looking for PR & to shake down PSG, nothing more
FFP became a non issue to the frog cartel aka UEFA when non English teams started to off set the Premier leagues spending power
Something will only be done about this when the likes of Utd, Barca & Madrid get victimized by these oil clubs on a regular basis, no one is trying to watch a UCL dominated by Man City & Monaco

We'll see. I smell a rat. The thing though is that the political establishment in France is behind PSG this time, as is Ligue 1 and most of the clubs. So UEFA risk a lot of legal exposure unless their case is ironclad IF they decide to sanction. Aulas and Heyraud are the only ones crying... and mainly because they want to be considered the elite teams in France and can't with PSG. So it's mostly jealousy there.
