These days so many more International matches are played.
Baggio only played for Italy 56 times in his career and scored 27 goals.
Rooney has played for England 70 times already and only has 26 goal.
Also, many of Baggios goals came in important tournament games, games which Rooney will probably never play in. try again

You're right Xavi isn't a playmaker in the classical sence, but in Barca's system he might as well just be. They play without a direct playmaker, Xavi is the lynchpin of the team, if you watch him closely you will understand what I mean. The closest to his playing style is Pirlo but Xavi is more direct than him.
Pirlo, like Xavi, does not have many goals and assissts and yet considered one of the best registas in the game. Xavi, is the best centeral regista today, and he does not need assissts to stake claim to that title, the game is more about goals people.

Baggio was a fantasisti, Rooney is a CF and he played 10+ games more than Baggio.

Tbh, everyone involved in the attack is a sort of playmaker in there own right at Barcelona, the forwards do their one twos and maybe put in a through ball or square it across goal, alves crosses it from the wing or sometimes gets involved in the box, xavi sits about 20-25 yards from goal and keeps himself open for passes and spreads the ball around, iniesta is more direct and gets involved with the attack. None are really traditional #10 playmakers but they make plays, not necessarily with defense splitting through balls, but with team work, fluidity and movement.
