Caulker's signing wasn't an emergency loan deal with an eye on the rest of the season, it was an emergency loan deal with an eye on the Arsenal match. Our crisis was (and still is, to a degree) so bad that we could quite possibly have had a single (1 [ONE]) fit central defender at the club for that match (INCLUDING potential U21s anywhere near the first team) for the Arsenal match. Caulker was brought in with that in mind (and, yes, the rest of the season as a secondary concern). The move materialized in less than 24 hours. With the club clearly pursuing a higher calibre of player in the summer, it was a move out of necessity as a stop-gap, built upon expediency.

Terrible signing tbh, as it's clearly not the kind of quality Liverpool should be aiming for. If that's the kind of team Klopp envisions, the future is bleak

I am doing my dissertation on China. I can confirm that developing the football league is among the top wishes of the Communist Party of China (CPC) on the sports front. I can look up some of the related studies and reports once I am back in office on Monday - pretty sure I had some in my mailbox.
With the current economic and stock market slowdown/meltdown, China might see a ever so slight shift in its priorities - but that has never deterred the Chinese government from marching towards its 'visions'.
