I don't think Rooney will stay on if there's no Europe for him next season. Also, he'll have just a year left on his contract. All these factors point to Man Utd having to sell him for less than 20m pounds this summer.

You will struggle to keep an overly unhappy player. Rooney will have more ammunition to his cause this summer should things stay the same for Man Utd.

United's entire financial structure is built around making it to the quarters of all cups and finishing in the top 3 in the league (thus guaranteeing direct qualification for the CL)... while they can absolutely survive a season or two outside of the CL or even Europe altogether, they will NOT be in a position to A) pay huge 200k wages to an underperforming player or B) refuse a large transfer fee for said player. I wouldn't be too certain that United could refuse a top offer for Rooney if he wants out this time. That said, if he decides he wants to go I expect he'll receive interest from outside of England to United will have options other than Chelsea/City to choose from.

Nottingham Forest have placed a £3 million price tag on Arsenal and Liverpool target Jamaal Lascelles but are only willing to sell him in January if he is loaned back until the end of the season.
The two Premier League big hitters are leading the race for the England Under-20 defender, who has also attracted interest from Tottenham and Newcastle United.
Arsenal stepped up their pursuit of Lascelles by dispatching chief scout Steve Rowley to watch him in action against Bolton Wanderers last Saturday.
Forest are braced for offers this month for the highly-rated centre-back, who has been compared in some quarters to a young Sol Campbell.
The Championship club do not want to lose Lascelles but accept that it would be difficult to reject a bid that matches their £3m valuation.
One of the conditions they will place on a sale in this window is that the 20-year-old spends the rest of the campaign on loan, much as Wilfried Zaha did when he joined Manchester United from Crystal Palace a year ago.
Forest’s terms could put off Arsene Wenger, who refused to agree to loan-back deals when Arsenal were negotiating to sign Theo Walcott and Alex Oxlade-Chamberlain in the January windows of 2006 and 2011. Oxlade-Chamberlain eventually moved from Southampton the following summer.

Southampton have told Chelsea it will take a bid of £25 million to sign teenage star Luke Shaw.
The Blues made an approach for the left-back earlier in January and were told that Shaw would not be sold during the winter transfer window under any circumstances.
However, the departure of Southampton chief executive Nicola Cortese on Wednesday has cast Shaw’s immediate future into doubt.
Chelsea, who were preparing a big-money summer swoop, could look to take advantage of the uncertainty at the south coast club and move to land the England Under-21 international as a long-term replacement for club legend Ashley Cole, who shares Shaw’s representatives and is out of contract in the summer.
Shaw tweeted on Wednesday: "Gutted with that news, but would just like to thank Nicola Cortese for everything he has done for me and the club! All the best to him!"
Jose Mourinho, the Blues manager, is a huge fan of Shaw - a lifelong Chelsea supporter - and the Londoners are unlikely to be put off by Southampton’s £25m valuation.
