Or realistically it would go something like this
Arsenal would talk to Luis and his agent and then work out personal terms before bidding further and seeing if they can actually meet Liverpools valuation.
It pretty much stops Liverpool from interfering between the two parties from what I have gathered.

There have been a lot of occasions where player agrees terms with a said club and then both clubs agree a transfer fee.

In that scenario, Suarez can tell Liverpool he wants to meet Arsenal and see what we have to say. It will be legal on both parts. Liverpool will know about it.
Otherwise, it would have been illegal to meet Suarez had Liverpool rejected the approach AND there was no clause at all.

You can only ask if the player would be interested in joining. That's all it is. You cannot discuss a contract when a player is already has an existing contract. "Agreeing personal terms" is just wrong.

I'm honestly more scared of Rooney going to Chelsea. They have a very young squad and can dominate for years if they get Wayne.

Liverpool won't lose Suarez to another team in England. We won't accept any bid in August (from even Madrid) as we won't have time to get a replacement. Rodgers has stated Luis will most likely stay at the club. Luis won't put in a transfer request. What's there to be scared of?
