The question is more if the clubs allow the 23+ players to go to the Olympics. The clubs are only required to give the <23 year old players leave for the Olympics. If the manager of the respective Olympic squads ask a club for an older player, the clubs can say "Forget about it". Especially for clubs who have to play CL qualification etc, the probability that they release key players for the Olympics if they do not have to is rather small.
