Because in individual years, Real Madrid and Valencia were better.
I dont understand what other conclusion you can come to.
Lost Figo, got Gaspart, lost Rivaldo, signings like Riquelme didnt come off and the defence was never strengthened properly are probably the biggest individual reason.
