imo, slow players seem to develop more understanding to the game, better technical abilities and better positioning, so is it a good thing or a bad thing to develop the above qualities but be slow?

Only in the Donkey League is speed really wanked over.

Not really. You can have slow defenders (Mertesacker), slow midfielders (Xavi, Pirlo and many DLPs) and slow forwards (Luca Toni, Crouch, target men) and still perform very well.
