Oezil is class.Based on individual quality alone, i think Oezil stands out.But this season he has looked somewhat subdued.
And Mata has been one of the most influential players for Chelsea this season.

Ozil is far better at any AM position.
Mata is probably a better out and out winger.

But hasn't mata played at that level for a while now? IIRC Valencia didn't even miss silva thanks to mata. The only reason people are rating him more now is because he moved to a bigger club...
