I think allot of managers in world football would say the same.
But there's a difference between a passing comment like that and there actually being any real interest.

Can they afford him?
Edit. Apparently Tevez is on a salary around 10m Euros a year and last summer commanded a transfer price of around 40m Euros.
Lets say Spurs offload Modric, Giovani and Pavlyuchenko to make this happen. Modric commands around 35m Euros transfer and we could say Chelsea bites and takes him for 40, he is on around 4.2m Euros a year. Spurs want 12m for Giovani but will be lucky to get 7, Roman equally could go for around 8m. Lets feel generous and say both these players are on 1m a year.
Modric = 40 + 4.2
Giovani = 7 + 1
Roman = 8 + 1
= 55 + 6.2
Maybe if they get him on around 30m transfer and Tevez takes a price cut this could happen, but if Luka goes then maybe Harry would also want another midfielder. Regardless i guess this COULD happen, Spurs need to manage him correctly though.

The thing is Harry doesn't need to buy Tevez he can try to get him on loan. Him being at Spurs for half a season can push them towards the CL.
