Actually the best finisher of All tim is hands down Gerd 'Da bomber' Muller. Roamario couldnt wipe his boots.

no

The Romario's longevity is a bit overrated. He was out of the European spotlight by the time he was 28. Romario was big into the partying himself.

It's not like he did a Maldini or Costacurta & played at a top European club till he was 40. He played for weaker & less physically demanding teams once he hit around 32/33. I'm sure if he wanted to Ronaldo could also play until he was 40 with someone from the MLS or a team from the Middle East.

also the only way to know the real value of a player's goal is to make a proportion, because at certain times and in certain leagues is easier to score than other.

scoring average: average goals per game = x: 1

these are the data on the real average goals

Now the scoring average in the league in which he played Gerd Muller without considerae the second division was 3.29
The average score of Muller in the championships in which he played is 0.80.

0.80:3.29=x:1

(0.8*1)/3.29=0.24

X=0.24

This is the real value of the goals of Muller in semi-professional leagues

In the Leagues in which he played, without consider the second division.

Puskas

The total average goals in all leagues where he played Puskas was 3.88
The average goals of Puskas is 0,97

0.97:3.88=x:1

x=0.25

This is the real value of the goals of Puskas in non professional leagues

Van Basten
In Leagues in which he played Van Basten the total average score was 2.77
The average score of Van Basten in the championships in which he played is 0,77

0.77:2.77=x:1
X=0.278

This is the real value of the goals of Van Basten

Romario

In Leagues in which he played Romario the total average score was 2,68
The average score of Romario in the Leagues in which he played is 0,77

0.77:2.68=x:1

X=0.287

This is the real value of the goals of Romario

Ronaldo

In Leagues in which he played Ronaldo the total average score was 2,55
The average score of Ronaldo in the Leagues in which he played is 0,75

0.75:2.55=x:1

x=0,29

This is the real value of the goals of Ronaldo

Romario has a better average goal in Nt only because it was a lot of goals in   useless frindly games

but

Ronaldo
Copa America: 13 caps, 10 goals, 3 assists (1.00)
Confederations Cup: 5 caps, 4 goals, 2 assists (1.20)
World Cup: 19 caps, 15 goals, 4 assists (1.00)

Romario
Copa America: 13 caps, 7 goals, 2 assists (0.69%)
World Cup: 8 caps, 5 goals, 1 assist (0.75%)

Romario was not decisive like Ronaldo is evident

Ronaldo in Barcellona in only session 47 gol in 49 apps
Romario 39 goals and in 66 apps

in Big Games

Player  Big games      Decisive goals  Ratio
Pele            31      12      0.39
Leo Messi      41      16      0.39
Ronaldo)        97      35      0.36
Eusebio        33      11      0.33
Di Stefano      63      20      0.32
Michel Platini  57      18      0.32
David Villa    53      17      0.32
Gerd Muller    63      20      0.31
Rivaldo        59      17      0.29
Didier Drogba  82      27      0.29
van Basten      46      13      0.28
Denis Law      53      12      0.27
Thierry Henry  95      26      0.27
Ian Rush        74      27      0.27
George Best    54      14      0.26

it is very difficult to say who the best finisher of all time, because football changes and it is difficult to compare different eras.

If Messi had a good record in the national team he would say, but it is not

Muller was the most consistent of all, it was technically poor, but he was great both in Nt and in clubs.
even if he does not have a scoring average so great as it may seem, making the proportion Ronaldo has a better goal average

Ronaldo scored in almost all the finals in which he played, the only striker who did better was Muller.

So Muller first and Ronaldo second, but Ronaldo was more better player and better assistman
