Cavani was PSG's FK from (where are a right footer is preferable) and PK taker last season exclusively.

It was a signing bonus... you can call it whatever you want, but that was the legal reality of it. There was a 1 year vesting period. If they wanted to keep him for 5 years, they should have put a 1 billion exit clause. If they wanted the bonus to become earned over time, the should have made the vesting period longer than 1 year.

Contractually speaking, Barca. If they owed xx amount of money based on a time period of Neymar remaining with them and he did, then he fulfilled his contractual obligation. Even if he postponed his move to PSG by 1 hour to make sure he fulfilled this contractual obligation, then he would still be entitled to that money.
What Barca will have to try to show is that he purposefully postponed his move to collect that money and that money was contingent on him remaining for the season, which probably won't fly in my opinion (unless there is some gray area).
There was a player for the Portland Trailblazers last season named Moe Harkless who had a clause in his contract that he would receive a bonus based on achieving a certain 3 point shooting percentage, he hit his percentage and literally stopped shooting 3s.
The lesson is, teams should not place such incentives that hamstring themselves. Barca can obviously afford the money to pay him but its a matter of spite.

I'm sure there are some sort of UEFA regulated economic sanctions. What if a club wasn't paying their player's wages, I'm sure UEFA would not allow them to compete in the Champions League

If Barca is found guilty of breaking a contract that is under FIFA's jurisdiction, they are subject to punishment. Neymar is posturing to ask for Barca to be expelled. Never going to happen. But they'll get hit with something if found in the wrong. Will probably need to pay Neymar punitive damages above and beyond the amount owed.

Any contractual obligation is resolved in the court of arbitration, nothing will happen to Barca except maybe a fine and a slap in the back. Just like what happened with Salah and Fiorentina.

Hypothetical question, was Robinho ever at the level of Neymar?
He had some fine years at Madrid before a stellar start to his City career, and then mostly fading into obscurity. They are similar players to some extent, flashy but with relative effectiveness, overall great dribblers, and halfway decent finishers who could assist as well.
While I remember some (with a lot of emphasis on that some) of the Robinho at Madrid years, I didn't watch much football back then, so I guess this is a question aimed at those who did remember Robinho with Madrid. Was he ever at the level Neymar has achieved? Was he even close? As I assume the answer to the first question to be a no tbh

At his best he was close but he didn't reach that level.
Neymar was better at Santos and in Spain.
With the NT Robinho was always a top performer, regardless of how it went for him in club level. Even there Neymar wins though, he is fantastic for Brazil.

His last season at Madrid, before the club literally chased him out, was close to Neymar's level. However, I never saw him match that at club level throughout his rather up and down club career. At NT, he was always consistently good. Clearly playing for Brasil brought more happiness to him than at club level, well, except when he was at Santos. Him and Diego were outstanding.

He reminded me a lot of Benzema. A wantabee star who never could do it on a consistent basis. Also both of them are wanting of status without demonstrating merit.

The journalist who broke Neymar to PSG first is now reporting that Neymar doesn't consider Emery a good manager and they barely talk in training. On top of that, Neymar regrets leaving Barcelona because the entire PSG squad minus his clique hates the fact that he has special privileges and no one talks to him in the dressing room. He feels isolated.
