I actually think they had this one lined up pretty well. They had the top 4 on different sides of the bracket. Spain, Belgium or Italy to one side France, Germany to other side. If they had just separated France and Germany (1, 2 IMO) it would have been balanced.

However when you take a look at the upsets, it was going to get screwed up no matter who the seeds were.

Simplest way would be to get # 1 and 2 correct and separated orlike the previous system, keep the numbers at 16 ensuring most if not all have a legitimate chance of advancing.
