There are only 4,765 active transfers on UT. The Japanese league when I search these are the only players I find:

There are changes in the gameplay I'm just ass when it comes to explaining them.
The biggest changes that I noticed were mentioned with a video here about penalties and corners. Throw ins have been reworked.
I'm such a filthy casual I tend to notice just the most random shit. Like for whatever reason it's too damn easy to nutmeg players. It's get annoying.
Defending on corners is improved. The players will actually mark their man by not randomly jockeying around them.

I can do Ronaldo's passing in the 80s. He's actually a good passer nowadays, he really impressed me in the euros with it. But dribbling should be lower. Ball control 94, dribbling 85 is fair

It sort of makes sense, considering the OVR in FIFA is based on overall strengths, and I'd argue that C. Ronaldo beats Messi in that regard considering how the game traditionally rates top players + how certain attributes have more impact in the game than they do in real life. The game favors speed, strength and physicality, which in turns benefits him more than Messi. Consistency, efficiency and overall usefulness aren't really useful attributes in FIFA, which is why a super inconsistent player such as Guti used to be a GOAT playmaker in the game.
C. Ronaldo's speed, agility, FK ability, and several other attributes should've been detracted from his OVR a long time ago, but FIFA are known to be hesitant about downgrading top players, even when they're far past their peak. In other words, FIFA generally favors players of C. Ronaldo's mold, moreso than players like Messi. It may not make sense in real life, but it does make sense based on the mechanics and rating system of the game.

Even if they make Messi 99 on fifa, Ronalo is still going to be better than him in the game. Messi is garbage to play with. In the end i used him as a midfielder as he was better there

Yeah Messi is crap, best attackers are at least 5'10 (With the odd exception like Aguero) with explosive pace and strength. Look at Bale you can legit tackle him clean and heavily 4 times and he'll just push through and brush it off like it never happened.
Messi for me doesn't even have a great first touch.

I mean I agree that Ronaldo is a better player than Messi with FIFA. Messi has always been underwhelming with FIFA while Ronaldo has consistently been the best.
That being said I think Messi should still have a better OVR even if Ronaldo has the superior skillset for FIFA. I can't say I care much but I think it's funny just because I believe Messi to be better than Ronaldo. However I'm not really going to get into that debate andI'm probably not even going to buy the game anyway day 1

Typically, physically extraordinary players have been the best players in FIFA. It wasn't that long ago when Zlatan was unplayable and had to be nerfed, as a result of an overwhelming amount of players complaining about him. Like I said before, the game usually refers to peak form (age-wise) when rating top players, and past FIFA games have shown that those stats don't seem to drop substantially, even after those players decline to the point of becoming irrelevant to the majority of fans. Peak C. Ronaldo was fast, strong, could dribble past multiple players relatively consistently, and was in my opinion a reliable freekick taker. All of these attributes have dropped drastically since then, but elite players in FIFA just don't decline much, ever. Carvajal was a better player in FIFA 14 than he his in FIFA 16, largely because they made the mistake of making him 6ft tall in the former iteration of the game. EA just aren't reliable when it comes to rating players realistically.
