I think i see the thought process.... Tevez and Messi has never worked together where as because Higuain is an actual 9 there has been occasions where it is.
It's wrong mind but i understand why he's preferred, it's about fit rather than it is quality.

Messi just is not the Barca Messi when he plays for Argentina. He is still a great player, on the level of Hazard at Chelsea but he does not show the performance which won him so many Balon D Ors. And there is no one to blame more than Messi himself on that.

Tbf Argentina in 86 had a certain #9 called Jorge Valdano who shits all over Higuain.... Messi would have won something by now if you replace him with Higuain.
Maradona's achievement should not be underestimated but he had a lot more help than history wants you to believe.
