This is one of my main gripes with football atm, people are too obsessed with individuals.
If Ronaldo came to Milan, no matter how shit the rest of the team is we would comfortably win Serie A lol.

Gündogan, Kroos, and Ibrahimovic.
St. Pauli is currently fighting relegation in the 2nd division. We're garbage in every department. So I choose two #8s in Kroos and Gündogan because they, together, will be able to boss the entire league, win possession, and intiate counters, as well as keep the ball when in possession.
Crazy Ibra will put away the goals.
This is taking into account injuries and somesuch, if that wasn't a concern, I'd have picked Schweinsteiger as well, but, meh, always injured.
Could also replace Ibrahimovic with any forward with good finishing; but wanted to put someone not German for a change. Also, there are no Germans with good finishing besides Gomez.
