He's referring to Pepe's birthplace.

I don't agree with what Mourinho said, but being born somewhere and being naturalized somewhere are not the same. Your Sterling/Sturridge comparison isn't equivalent.

Sterling was born in Kingston, Jamaica.

Yeah but moved to England when he was 5.

Pepe was born in Brazil and only moved to Portugal at the age of 18.

Its more xenophobic than racist, if he said something like " Pepe is black and he is not even Portuguese" than it could be considered racist but he din't mention his race or anything. Marking someone as racist doesn't apply when talking about Pepe just like assassining Hitler wouldn't have marked Stauffenberg a murderer.

completely different things, Costa played for Brazil in two friendly and only just got his Spanish Nationality last year

while Pepe has never played for any Brazilian youth NT team
