We just need Rooney on form and we can have a genuine crack. Touch wood this his time to step up. If we can get past the group we have every chance of beating the winner of Group C (prolly Colombia) in the final 16.
However, reality, I don't see much changing for England this world cup. Our midfield is just too weak. Hope I am proven wrong.

England might surprise us all and top the group but we're talking about on paper and on paper they're absolutely not the strongest squad in any way
Italy's defence is so, so much better. As is the Midfield department.
Uruguay, however useless in other areas have the best attacking personnel in the group.

The thing is, England will field youngsters who will be playing in their first important tournament. Unlike the last 2 wc, the youngsters who are in the team have also played important roles for their clubs. Oddly enough, defense will be their weak point I think.

It's not easy to predict how England will do, given the young and inexperienced nature of the squad they've chosen. For a lot of these players, this will be their first major international tournament, so until we see how they line-up and how they play, you can't say anything for certain.
I expect Italy will win the group. Whether England or Uruguay qualify is up in the air, because there's not a lot of difference between them. If we assume that they both beat Costa Rica, the winners of England/Uruguay may well be the ones who go through in the end.
