Top clubs don't care... they pay net like PSG; so the extra cost is paid by the club anyhow. Monaco is not in France so it's excluded. It's 75% on income over 1 million. Since other than those 2 clubs, no other club in France has players that have wages over 2.5 mil... this is what it comes down to
Currently: 2,5 mil taxed at 55% = 1,375 mil in taxes
Under new law: First 1 mil taxed at 55% = 550k. Next 1,5 mil taxed at 75% = 1,125 mil. Total tax = 1,675 mil.
It's an extra 300k of taxes. This extra cost is going to be carried by the club anyhow.
It's a 2 year law and it's absolutely moronic. But the impact in Ligue 1 will be minimal. What it will impact is the uber-wealthy... who have all left France by now lol. Hollande is an idiot.
There's also been talk that the Ligue 1 clubs called off the strike they had planned because the government will allow those that cannot pay the tax to defer its payment or do it in installments over several year.
Anyhow, it's stupid and won't do anything other than hurt the french economy. In terms of football, the impact is not significant tbh.

Oh didn't see that is only for two years... Yeah I figured that Monaco is not included but still could this affect the next couple transfer windows?

It's actually only on companies, not individuals. Companies that pay wages of over 1 mil to employees. The companies must may 75% charges on any wage over 1 million that they pay. But the total charge for the company cannot exceed 5% of revenue.
