Who do you think is at fault for the lack of money being spent this year.

Surely it can't be Wenger right? Especially when he gets most of the blame for consistently getting Arsenal into the CL despite having to work with a negative net spend.

He was pretty bullish about the money supposedly given to him at the end of the season.

He cannot get screwed tbh.. he has so much influence in the boardroom that he can demand to spend. I think the problem lies with him as well.
