It's more than his first touch mate. His passing is poor, his finishing needs working on, etc. He's not ready to be first choice at a title-contending club.

Neither Romeu nor Essien is good enough to threaten anyone of even moderate quality for a place in the side. Besides, neither even plays the same role as KDB so I don't know how their sales or non-sales would affect Kevin whatsoever.
If we're to play KDB in the pivot, these are pivot players. That would mean we have: Mikel, Ramires, Romeu, Essien, Lampard and KDB in the pivot, for two spots. Try and tell me that's not too many. I've tried to suggest the 4-3-3 in the past but you have shot it down every time. I think we could work using a 4-3-3 but you are opposed to the idea. We're going to need to sell a CM + Marin, at least, this season otherwise our squad will be too big!

He needs to polish his passing for his development as a footballer. It's not just about what we need right at this moment...

But you're basing judgement on our necessity on pure numbers. I'm using quality. Almost none of those players is particularly good at all.
Mikel - average
Ramires - good athlete but a hopeless footballer. Remains to be seen if he'll be more useful in a Mou side
Romeu - young, unproven, passenger
Essien - finished
Lampard - pushing 35 and won't feature regularly, especially as the season progresses
Just because we have a number of midfield players on paper doesn't automatically mean we're covered in that position or something. It's quality that matters, not the quantity, and not one of those players is of the quality needed to achieve the club's goals.

To improve Lukaku's first touch he would have to improve his technique which will also help his passing and finishing.
You, yourself said that Mourinho likes experience, I am simply stating the other players KDB would have to compete with to get a pivot spot. I feel Ramires will be used a lot under Mourinho for his work rate. The only thing that is missing is a high work rate passer, I'd love to say Oscar or KDB could do that but in reality, I am not sure Mourinho would choose them. Even if we keep KDB, he'll be 5-6th choice for our AM spots and well down the list for CM unless he has some blistering form there in pre-season. I very much hope he does as it would mean we don't have to buy a Pivot player. Thinking about it, this is probably why we're only monitoring CM's right now, We needed a quick winger and a CF. Now we're waiting for pre season to see if a CM is needed.

I don't think whether we need one or not is even a question. Apart from up top, its the weakest part of our team. It's why we so often lost the midfield battle against teams and why just about every side from top of the table to bottom could walk through our midfield and make us so susceptible to counterattacks or pressure (I don't care what the stats say about our goals conceded, anyone who watched the games will know it was a nightmare every time we lost the ball and always looked capable of letting one or several in at any point in the game). CM should be neck-and-neck with CF as far as priorities this summer go.

I agree If it was up to me, Essien and possibly Mikel would be shipped out. Depending on Oscar or KDB being able to play there well, I'd bring in a DM and a CM. Lars and Thiago. Or if KDB is able to play in CM, I'd bring in DDR.
I don't think the club is thinking this way though, I think a CF is obvious because of who we have, Schurrle was something the club has wanted for a while. CM is a bit harder to decide on what is needed. I think Jose will be the main decision maker here while Emanelo is probably running the transfer show until then.
