Why does the EPL only have 1 spot for next season's Europe League while La Liga has 3?

lol.. England has three spots as well although only one spot via league table position because Swansea and Wigan won the League Cup and FA Cup respectively.

In Germany, this time one spot is also taken by the DFB-Cup winner or runner-up (VfB Stuttgart, that is), so there are only two spots given out via the league position here.
