I dont know how stoke, Fulham and Birmingham are in it and Liverpool is not? Birmingham?

we finished 6th
Spuds got the EL spot for finishing 5th
Birmingham for the spot for winning Carling Cup
Stoke got a spot for the FA cup final.
Fulham got in thought the fair play table.
only 4 teams form any country allowed

Liverpool finished 6th last season and fell out of the final Europa League place (5th being the only spot England seems to have via league table). Stoke is there due to being runners up in the FA Cup as Man City already qualified for the UCL. Birmingham City qualified for the play-off round of the Europa League after winning the CC worth a third qualification round spot, and subsequently being moved up a round due to the outcome of the FA Cup.

They do. Just that Barcelona and Real were in the final. I think it's 5th, 6th and whoever wins the CDR. The top 6 Coefficients have 3 teams each going to the Europa League

That's because Sevilla got knocked out early in the dance and Fulham won the Fair play award. The team count currently stands at 4 to 2 in the favour of EPL but considering today's events, it would be 2-1 in La Liga's favour.
