Read to understand the meaning of reflex;
But here goes my own version of the incident.
Suarez is in front of the goal, the ball is headed to his right and is in eye level.
The ball is a speeding projectile.
Swapping the ball would be as natural as a swapping a charging fly.
Simply put, it was a knee jerk reflex, only people with slow reflexes would not have reacted.
The three reflexes to incoming projectiles are:
1- Hand to face reaction. (about 50% do this)
2- Swatting the projectile. (about 30% do this)
3- Ducking. (the rest 20%) do this.
People typically only do one of those, and they do them all the time.
Note that you need to be unconscious to the fact that the projectile will be headed your way . (or else goal keepers may duck all the time).
In summary,
Suarez did a reflex reaction to the incoming projectile, he had no time to think or to plan what to do. His reflex was to swat the ball. Another player might have ducked or put his hand to his face, but Suarez is a swatter.
End of story, it might be called cheating, but it just a product of human anatomy.

It wasn't a reflex, he brought his hands up to swat it out of the air, it was his intention to keep the ball out of the goal with his hands, not to protect his face. You're not the be all end all of every argument.

As I see, the box was crowded, and Suarez did not have a direct line of sight to the ball. When the ball cam at him, he probably was as surprised as anyone would be.
The amount of time he needs to make a decision is very little, read this for further info on the time needed to make accountable decisions;

We all see the motive in the action, but we don't see that the action was a reflex reaction. He did indeed shove the ball out of the net, and it might as well have been fully intentional, but the situation he was in demanded a reaction, and what he did would have been done by 30% or more of the players regardless of their behavior.
In any case, handling the ball was a natural bi product of match tension and human anatomy. Regardless of the presence of a motive. In fact, the ball could have been headed to his head and he would have swatted it into goal if that was the case, but the ball went to his right and he swatted away from goal. It was not a diving save.
It does not take away anything from his cheating behavior, but constantly looking to that handball is unfair, especially when it was not fully conscious behavior.

It is infinity more dishonorable to score using handballs than to defend incoming balls using your hand, since the former is rarely caught while the latter is rarely not caught and the perpetrators, if conscious of their action know that they are probably going to be red carded and a penalty will be given.
