Why FIFA Changed voting date for 2013 FIFA Ballon d'Or?

Seriously why did only that year they changed the voting date. It doesn't make any sense. If you want to change it, change every year or at least make it permanent date to validate your argument. IMO i smell heavy corruption. FIFA Needs to investigate heavily on authority who was responsible for that.
I see no one even Questioning about this after Blater and co corruption case.
Tbh FIFA Ballon d'Or lost it credibility that year.

You're about 2 years late. Hopefully someone will blow the whistle on the matter and Messi will get his deserved 6th Ballon d'Or.

So Blater got caught on corruption yet we can't even talk about it.
Its not Messi or Ronaldo, my genuine question is why they changed it and no one even questioning them. Is not it is part of his hundred corruption.
